Local Government Accounting Certificate (LGAC) Learnership

This learnership is based on a qualification awarded by the AAT. In South Africa the AAT works through AAT(SA). This is a joint partnership between The South African Institute of Chartered Accountants (SAICA), South Africa’s top accountancy body, and the AAT, the leading international body promoting the skills and recognition of accounting technicians.

AAT(SA) is the premier professional body in South Africa dedicated to the education, development, regulation and support of accounting technicians. We also raise the competence and professionalism of our members through continuing professional development – paving the way for career advancement and raising standards of performance in the workplace.

Accounting technicians work in all sectors of the economy, including accountancy practice, industry and commerce, and the public sector. However, the LGAC Learnership is specifically aimed at learners who are employed in Local Government.

The LGAC level is an ideal entry point for those wanting to begin a career in local government accounting.

Entry Requirements

There are no formal entry requirements in terms of qualifications, but learners must have a good level of literacy and numeracy and must be able to complete assessments in English.

Learners must either already be employed in a relevant Local Government finance role or be employed under the conditions of the learnership in order to participate in this learnership.

Structure

The LGAC Learnership is registered at level 3 on the National Qualifications Framework.

Content of the Learnership

The learnership consists of one level which covers five units:

1 - Recording Income and Receipts

  • Process documents relating to goods and services supplied
  • Process receipts

2 - Making and Recording Payments

  • Process documents relating to goods and services received
  • Process payments


3 - Working with Computers

  • Use computer systems and software
  • Maintain the security of data


4 - Professional Ethics

  • Apply general principles and procedures for ethical compliance expected within the accountancy sector
  • Develop, maintain and apply ethics in employer/employee situations


5 - Accounting Work Skills

  • this includes local government policy and performing effectively in the workplace i.e. basic health and safety, communication skills, team working


Registration and assessment

This qualification is currently being offered through a project funded by the Local Government Sector Education and Training Authority (LGSeta).  Learners will, in terms of this project, be nominated by their municipality if this project is being offered to that specific municipality.  In this case, learners need to find out from their Skills Development Facilitator if their municipality is involved in the programme. If the course is available in the department, there are 3 simple steps to sign up.

Learners should:

• speak to their line manager and appointed LGAC course coordinator to discuss why they want to do it and their commitment to seeing it through, and to gain approval

• attend the induction session to get more information

• complete the learner registration form to formally confirm your place on the course, and provide a copy of their ID document.

Municipalities may also choose to run the LGAC at their own cost and independently from the LGSeta project.  In this case, the municipality should contact AAT(SA) directly (011-621-6888) to make arrangements for the delivery of the learnership to their group of learners.  A class size of 15 learners (minimum) is required to organise the delivery of the learnership within the municipality independently.

Learnership Duration

The duration of this learnership is 12 months.

The learnership is completed once the learner has been formally assessed by simulations set centrally by the AAT and assessed by the Approved Assessment Centre.

Once learners have been declared competent in all appropriate units, they will be awarded the LGAC and will have completed the learnership.
